Anne Ingemann Johansen is a research fellow at the Center for War Studies at the University of Southern Denmark. She holds a Ph.D. in EU Security Governance from Roskilde University and a Master’s and Bachelor’s degree in Political Science from the University of Southern Denmark. She has previously been a visiting scholar at the Institute for European Studies at Vrije University in Bruxelles and an Erasmus student at Institut d’Études Politiques de Paris (SciencesPo). Before commencing on her Ph.D. studies at Roskilde University, she worked as a research assistant at the Centre for War Studies at the University of Southern Denmark focusing on the EU as a military actor.
Anne researches the European Union as a security actor from a governance perspective. She is particularly interested in how the type and degree of European integration that has (not) taken place within different domains of EU security policy (external border control, police cooperation and security and defense) impacts the EU’s ability to respond to contemporary security challenges. For this purpose, she researches the potential discrepancy between European de jure vs. de facto integration; the impact of the institutional design on the policy process; the interplay between the Member States and EU institutions through all stages of the policy process (from agenda-setting to implementation and evaluation) with a particular focus on the role, competences and practices of EU security agencies such as Europol, Frontex and the European External Action Service; the EU’s strategic capacity; and accountability issues arising from partial EU security integration.
Her research also focuses on the EU's military operations etablished under the framework of the EU's Common Security and Defence Policy as well as the EU's external border control operations launched under the auspices of the European Border and Coast Guard Agency, Frontex. As a part of the Ph.d. research, she did extensive fieldwork on Frontex's Joint Operation Triton and the EU's military naval operation against human smuggling networks in the Central Mediterranean, EUNAVFOR MED Operation Sophia.
In 2023 Anne will start working on the DFF-funded research project: "Mind the Gap - Security Scholarship between Academia and Policy, 1978 - 2024" headed by Professor Sten Rynning.
